This is an incredibly subtle and poetic costume detail. At the beginning of the series, Voldemort's robes are a deep, heavy, pitch black. However, as Harry and his friends destroy the Horcruxes piece by piece, Voldemort's soul fades away, and the costume designers physically faded his robes to match. By the final battle, his robes are a weak, dusty gray, symbolizing his loss of power.
